Detailed development — management team

The management team should ideally be small enough to be able to meet fairly frequently and to get together quickly if necessary. If the project has a CPN, an ASW or a Probation Officer, the management team should contain managers who are qualified to provide professional supervision to each of those staff.

Major stakeholders in the success of the project, such as the Police or Court Clerks, may also have a useful role to play as members of the management team. They will be able to make the necessary arrangements, for example, for access to police stations or the use of a phone at Court.

When the membership of the management team has been agreed by the steering group, the management team must appoint their own chair and agree who will take responsibility for agendas and minutes for their meetings. Although this may seem unnecessarily bureaucratic it will help to keep all the members of the management team fully informed all the time. Such minutes could also be copied to the steering group members for information. If disagreements later arise about who undertook to do what with whom, a full set of clear, concise, cabinet-style minutes will help to keep everyone's memories fresh and minds focused on the necessary actions to be taken.

Although it may be attractive to allow one enthusiast to take responsibility for all the resulting additional work, it will be better in the long term if responsibilities are shared equally. It is always dangerous to rely too much on the input of one person in case that person has to move on. Therefore, the more equitably the work can be distributed, the more effectively the management team will operate in the longer term.
